Honour the decision or we shall go on path of struggle – Secy/Staff side to Government of India

Respected Sir,

We solicit your kind reference to the discussions; the representatives of the Staff Side JCM had with you on 30th June 2016 in the wake of impending strike action that was to commence from 11th July 2016. Hon’ble Home Minister, Shri Rajnath Singh, your goodself, Hon’ble Minister for Railways, Shri Suresh Prabhakar Prabhu and Hon’ble MoSR, Shri Manoj Sinha, on having detailed deliberations with the Staff Side, had appreciated that, the Central Government employees were not generally happy with the decision taken by the Union Cabinet on 29th June 2016, while accepting the recommendations of the 7th CPC, particularly in the matter of Minimum Wage and Fitment Formula. After detailed discussions it was agreed by your goodself and other Hon’ble Ministers present in the meeting that, the government would address the grievances of the employees, whereupon the NJCA had decided to defer the “Indefinite Strike”. Accordingly, a committee was set-up to consider the demand of Revision of Minimum Wage and Fitment Formula with a mandate to finalize its report within four months.
We (Staff Side) interacted with the said committee, headed by Shri P.K. Das, Addl. Secretary (Expenditure), on 24.10.2016. It would be quite appropriate to bring to your kind notice that, we have felt, during the course of meeting, that, the proceedings of the committee are extremely disappointing and are left with the impression that, the committee is dilly-dallying the issue.
We are, therefore, left with no option, but to address this communication with the fervent hope that, your goodself will direct the said committee to interact with the Staff Side in a fruitful manner and arrive at a mutually agreeable proposal on the issues of Minimum Wage and Fitment Formula.
We have full trust and believe that, the government would honour the decision taken in the meeting held on 30.06.2016 in your benign presence, and suitable direction will be given to the committee to complete the assigned task within the stipulated timeframe in a satisfactory manner.
It would be the most unfortunate development, we regret to state, if we are constrained to tread the path of struggle once again in the event of the committee not coming up with a satisfactory settlement.

Cabinet approves 2% DA from July 2016


Cabinet approves release of an instalment of Dearness Allowance to Central Government employees and Dearness Relief to Pensioners due from 01.07.2016

The Union Cabinet under the Chairmanship of Prime Minister Shri Narendra Modi has given its approval to release an instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to Pensioners w.e.f. 01.07.2016 representing an increase of 2% of the revised Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 7th Central Pay Commission.


The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief would be Rs. 5622.10 crore per annum and in the Financial Year 2016-17 for the period of 8 months (i.e. from July 2016 to February 2017), it would be Rs.3748.06 crore. About 50.68 lakh Government employees and 54.24 lakh pensioners will be benefited.

A meeting was held today between the Addl. Secretary (Exp.), Deptt. of Exp., MoF(Govt. of India) and Staff Side, National Council(JCM), to discuss the issues of Minimum Wage and Multiplying Factor.



The Staff Side explained in detail about the amendments required in Minimum Wage and Fitment Formula.



The Official Side mentioned that, they are trying to find out some solution to resolve the issues of Minimum Wage and Fitment Formula raised by the Staff Side.

PROTEST DEMONSTRATIONS AND GATE MEETINGS


RESOLUTION TO BE ADOPTED IN THE GATE MEETINGS TO BE HELD IN FRONT OF ALL CENTRAL GOVERNMENT OFFICES

This meeting of the employees of the ……………………………………………………………………………

(office) on 20.10.2016, after the demonstration conducted as per the call of the Confederation of Central Government Employees & Workers, as part of the nation-wide agitational programmes culminating in strike, for settlement of the justified demands of the Central Government Employees and pensioners, mentioned in the Charter of Demands, resolved as follows:

The proposed indefinite strike action of the Central Government employees under the banner of National Joint Council of Action (NJCA) of JCM national Council Staff side organisations from 11th July 2016 was deferred, on the basis of the assurance given by the Group of Ministers including Home Minister, Finance Minister and Railway Minister to the NJCA leaders on 30th June 2016 that the demands of the employees, particularly the increase in minimum wage and fitment formula, will be considered favourably and a High Level Committee will be constituted for submitting the proposal to the Government in this regard within a period of not more than four months. This meetings views with grave concern that even after 3½ half months the committee is not constituted and inordinate delay is taking place in implementing the assurance given by Hon’ble Ministers. This meeting further notes with concern the unilateral orders are issued by the Government imposing stringent conditions for Modified Assured Career Progression (MACP) promotion and also abolishing non-interest bearing Advances like Festival Advance and Natural Calamity Advance, without any consultation with the JCM Staff Side.

This meeting, therefore, urges upon the Central Government to expedite action to honour the assurance given by the Group of Ministers and also to settle the legitimate demands of the employees and pensioners raised in the charter of demands.

The Minutes of Meeting of COC Karnataka held on 18/10/2016


The meeting of COC Karnataka was held on 18/10/2016 at ITEF room Income tax office Queens road Bangalore from 19.00 hrs under the chairmanship of Com Jawariya Gowda  Vice President COC Karnataka .

 

The General Secretary Com P.S.Prasad briefed the latest developments and the need for agitation programs as per the directions of the national executive meeting of Confederation  of CG employees New Delhi.

 

The meeting has decided to endorse the directions of the national executive meeting of Confederation of CG employees New Delhi and work for the implementation of the programs . The meeting has observed that on 30th June 2016 the group of  Hon”ble Union Cabinet  Ministers has assured to the NJCA leaders to resolve the  main issues of the Central Government employees which includes revision of fitment formula , minimum wage and allowances by four months , but so far three and half months are over the proposed high level committee was supposed to be constituted and the grievances of the Central Government employees are to be resolved . The meeting urges the Government should immediately act upon solving the grievances of the Central Government employees.

It was decided that the following programs will be conducted :

 

1)    Gate meeting on 20th October 2016 at respective offices, all affiliates of the COC Karnataka are directed to observe the said gate meeting and adopt the said resolution copy which is enclosed and send it by post / fax to respective persons. The photograph of then said program shall be sent by email to cockarnataka@gmail.com.

2)    It was decided to conduct the centralized dharna program on 7th November 2016 from 10.30 am to 3 pm  at Bangalore the venue of the program is likely to be GPO Bangalore .  The same will be confirmed shortly. The posters for the program will be printed shortly and distributed . The affiliates of COC Karnataka are directed to mobilize maximum members for the dharna program.  The district units are also directed to conduct the similar dharna program at respective places at centralized places so that all Central Government employees can participate. The district units are directed to send the send the report on 7th November dharna program by email.

3)    The meeting has also direct the members to participate in the March to Parliament  on 15th December 2016 and make reservations immediately . The meeting decided to mobilize 500  persons to the  March to Parliament. The quato has been fixed each affiliates are requested to ensure that maximum participation . A)  NFPE -300 persons B) ITEF -50  persons C) AG’S Employees Association -50 persons D) AICGWB Employees Association -10 persons E) CGHS  Employees - Employees Association -10 persons . G) Survey of India Employees Association -10 persons  H) Census Employees Association -10 persons, I) IMD- Employees Association -10 persons, J) Each district units should be suitable represented .  

 

The meeting  has observed that due to the continuous efforts of the senior comrades of erstwhile COC Karnataka , Com P.S.Prasad has been elected  as Organizing Secretary    of  the Confederation of CG Employees  New Delhi . The entire COC Karnataka affiliates congratulate for his election and wish him all the best.

COC Meeting on 18th October

               The COC Karnataka meeting is scheduled on 18th October 2016 (Tuesday ) at 6.30 pm in ITEF room located at Income tax Office Queens road   Bangalore. The main agenda of the meeting is to implement the decisions of the National Secretariat of the Confederation which has decided to organize three-phase agitational programmes which is are as follows.
1st Phase – 20.10.2016 

Protest demonstration and gate meetings. Adopting and sending resolution to Government.

2nd Phase – 07.11.2016   –   Mass Dharna at Central Places in both at Bangalore and important city’s of Karnataka  
3rd Phase – 15.12.2016   –   Massive Parliament March

All the affiliates of the COC Karnataka are requested to attend the said meeting in large numbers.

Prepare for Strike

Comrades,
                  The meetings of allowances and standing committee of National JCM scheduled on 13th October 2016, has been postponed to 25th October 2016. It was expected that the recommendations of allowance committee will be made in October 2016 , with the postponement of meetings  now we can expect in  November 2016 the allowances committee will submit its report .  

                Meanwhile the Finance Ministry has issued orders on advances. The 7th CPC has recommend for abolition of all advances,  the staff side JCM demanded retention of all advances  , the some of the advances such as medical, computer  and travelling allowances are retained, but the important festival advance is been abolished.

                 The Government has so far not set up the high level committee on minimum wage, fitment formula revision and other main demands of CG employees as assured by Cabinet Ministers in July 2016.  Since four months’ time which was sought by the Cabinet Ministers is going to end shortly.

                 The Central Government has shown urgency in issuing orders on advances, but the same urgency is not shown in case of issue of orders on allowances and revision of minimum wage, fitment formula which will benefit lakhs of Central Government employees.

             To put more pressure on the Central Government to accept the main demands of the Central Government employees all are requested to observe the following programs.
1ST PHASE – 20th OCTOBER 2016 – THURSDAY
Demonstration at all centres/all office gates and forwarding of resolutions adopted on charter of demands to Hon’ble Prime Minister of India (2) Hon’ble Home Minister (3) Hon’ble Finance Minister and all Departmental heads.

2ND PHASE – 7th NOVEMBER 2016 – MONDAY
Mass dharna at all state capitals/important centres.

3RD PHASE – 15th DECEMBER 2016 – THURSDAY
Massive Parliament March of not less than 20000 Central Government employees. Reserve your tickets immediately.

4th PHASE – STRIKE JOINTLY WITH ALL LIKE MINDED ORGANISATIONS
Date will be decided in consultation with other organisations.

The undersigned is directed to say that in of the decision taken by the Government on the Seventh Pay Commission’s recommendations relating to advances, the existing provisions of Compendium of Rules on Advances – 21(5) relating to Personal Computer Advance are amended as per the amendments attached.

2. These orders will take effect from the date of issue of this O.M. The cases where the advances have already been sanctioned need not be reopened.


3. The other interest bearing advances relating to Motor Car Advance and Motorcycle / Scooter Moped Advance will stand discontinued.


4. In so far as persons serving in Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.

5. All Ministries/Departments are requested to bring the amendments to the notice of all
its attached and subordinate offices for their information.

Subject: Grant of advances – Seventh Pay Commission recommendations – Amendment to Rules of Compendium of Rules on Advances to Government Servants.



The undersigned is directed to say that in pursuance of the decision taken by the Government on the Seventh Pay Commission’s recommendations relating to advances, all the interest free advances stand discontinued as per attached annexure, with the exception that the interest free Advances for Medical Treatment, Travelling Allowance for family of deceased, Travelling Allowance on tour or transfer and Leave Travel Concession shall be retained.

2. In addition, the advance for training in Hindi through Correspondence Course, which is not mentioned in the Compendium of Rules on Advances to Government Servants, also stands abolished in pursuance of the decision of Government on 7th CPC recommendations.

3. These orders will take effect from the date of issue of this O.M. The cases where the advances have already been sanctioned need not be reopened.

4. In so far as persons serving in Indian Audit and Accounts Department are concerned, these orders issue in consultation with the Comptroller and Auditor General of India.
