7th CPC Report Delay

Comrades,
1) The 7th CPC had issued following statement in July 2015 in its websitehttp://7cpc.india.gov.in/ .
Further to the memoranda received from a variety of Organisations, Federations, Groups representing civil employees in the Government of India as also from the Defence Services, the Commission has had fruitful and wide ranging discussions on relevant issues with all stakeholders. Such interactions have now been concluded. Valuable inputs have been received and the work of compilation and finalization of the report is underway, so that the Commission completes its task in the time frame given to it. Accordingly, any future requests for meeting with the Commission will not be entertained.
This shows clearly that the 7th CPC wanted to present its report on 28th August 2015 itself with no extension of time.   
2) On August 7, 2015 National Council (Staff Side) Secretary Comrade  Shiva Gopal Mishraji met the Chairman, Seventh Central Pay Commission, Shri Ashok Kumar Mathur and Secretary, Mrs. Meena Agarwal.  It was assumed that the report of the VII CPC, as was promised for 28th August this year, may be delayed by one month.

 This shows that the 7th CPC was delayed only by few days or maximum one month.


3) Many news papers including Danik Bhaskar had reported that the 7th CPC will be submitting its report in September 2015 itself.

4) The 7th CPC chairman had informed in a PTI interview Justice Ashok Kumar Mathurji had stated that The Commission will submit its report by the end of September,” source: CLICK HERE  

5) The Hon’able Finance Minister had informed the parliament  that the provisions for implementation for 7th CPC is made from Jan 2016 onwards and budget provisions are also made for the current year and next year. which says the salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in current fiscal. The pace will increase further in 2016-17 at 15.79 per cent to Rs 1.16 lakh crore with the likely implementation of the 7th Pay Commission award, the outgo towards salary will further rise in 2017-18 to over Rs 1.28 lakh crore.


6) The 7th Pay Commission has asked for a two month extension from the government.  That the Commission is hoping that the government would take a call on One Rank One Pension, so they could modulate their own formulation in terms of pay revision.  One more reason for delay in the submission of the 7th CPC is likely due to rise in prices of few essential commodities which is due to deficit rainfall .  

7) Now four month extension of term of 7th Central Pay Commission is made the Union Cabinet chaired by the Hon'able Prime Minister, gave its approval for the extension of the term of the 7th Central Pay Commission by four months up to 31.12.2015.

8) Now the delay in submission of report and its implementation will be there and actual benefit of 7th CPC will occur only from July 2016. As Government will constitute its own committee to study the implementation of the 7th CPC report and issuing orders.    

9) Now larger questions are raised by this extension of term of the 7th CPC by four months by the Central Government  as follows.
a)  When will the 7th CPC will submit its report? Now it is clear that the report will be submitted only in December 2015 only, if the 7th CPC feels that the assigned work has been completed it can submit its report any time, its only upto the 7th CPC and the Central Government. As a employee we should put pressure on them.

b) Is the 7th CPC extension so required, from the beginning the 7th CPC was against the extension of time, even at last stages the it had thought of one month extension only. Suddenly four months delay in submission of report has raised so many questions and the 7th CPC can submit an interim report.

c)   If DA merger would have taken place in 2014, the Central Government employees would have got a benefit of more than 20% wage hike.      

d)  Now the delay in submission of 7th CPC report is there, we should immediately demand the interim relief to the Central Government employees and merger of DA with effect from 2014.
We sincerely hope the 7th CPC report will be submitted at the earliest and the Central Government will implement the report at the earliest, so that the aspiration of the  Central Government employees are taken care by the Central Government. While doing so the right wages are to be calculated by the 7thCPC.

7th CPC time extension

The Union Cabinet today cleared a four-month extension to the term of the 7th Central Pay Commission today. Set up by the UPA government in February 2014, the 7th Central Pay Commission was to make its recommendations within 18 months. Its term would have expired on August 27. “In view of its volume of work and intensive stake-holders’ consultations, the 7th Central Pay Commission had made a request to the Government for a four month extension up to December 31, 2015,” a government statement said. Constituted almost every 10 years, the Pay Commission’s main task is to revise the pay scale of its employees. The recommendations of the 7th Pay Commission—slated to come into effect from January 1, 2016, would impact around 48 lakh central government employees and 55 lakh pensioners. The Commission has already completed discussions with various stakeholders, including organisations, federations, groups representing civil employees as well as Defence services and is in the process of finalising its recommendations.

            The following are the programs in respect of  2nd September 2015 National Strike . 


   The Central leaders will be visiting Bangalore on 26th and 27th August 2015

1)  Com K.P. Rajgopal Joint Secretary Confederation of   CG Employees and Workers  will be visiting Bangalore on 26th and 27th August 2015 .   

2) Com M.Krishnan Secretary General Confederation of   CG Employees and Workers will be visiting Bangalore on  27th August 2015.

   In this connection  gate meetings are planned on 26th and  27th August as follows at Bangalore.

a)   At ITEF on 26th August 2015 .

b)   At GPO from 1.00 pm to 2.30 pm on 27th August 2015.

c)   At city RMS from 4.30 pm to 5.30 pm on 27th August 2015.

d)   If any other association wishes to have GB meeting they can contact the General Secretary in advance.

e)   The COC meeting will be held on 27th August 2015 at 6.30 pm at City RMS Bangalore to review the strike preparations.

f)  The meeting at Survey of India Koramangala  from 1pm to 2pm on 25th August 2015.

    It is requested to give wide publicity for these meetings for these meetings and mobilize maximum members to make the strike a success .

Our main demands

Central Government Employees Salary Expenditurer

Comrades,
         There are various reports of wage hike from 15.79 % to 40% in news papers/social media / web sites. It is once again clarified that none of these are correct. If we go through the statement of the Finance Minister  in Parliament which says the salary outgo of central government employees will go up by 9.56 per cent to Rs 1,00,619 crore in current fiscal. The pace will increase further in 2016-17 at 15.79 per cent to Rs 1.16 lakh crore with the likely implementation of the 7th Pay Commission award, the outgo towards salary will further rise in 2017-18 to over Rs 1.28 lakh crore.

       The budget 2015-2016 : if go through the budget of 2015 -16  http://indiabudget.nic.in/ub2015-16/rec/tr.pdf expected tax revenue is 14,49,490.56 (In crores of rupees). 
                   
                  The Central Government employees wage bill is around Rs 1,00,000 crore The actual wage bill is now at just 8.5 % of the revenue collection  please see .  http://finmin.nic.in/pru/BROCHURE/brochure2012-13.pdf . 

              

           The budget allocation at just 9.56 % as projected is not the real wage increase by the 7th CPC the Central Government employee is expecting, may be the 7th CPC may give higher wage increase than the budget allocation.  If we go through the budget expenditure  of 2008-09 when the 6th CPC was implemented the 16% of the total revenue was spent as wages.

     The Government being model employer should pay its employees the real wages.  The real wage hike the Central Government employee is expecting is more than 80% wage hike.   Due to following factors. even  the 5th CPC the wage increase was about 40% and 6th CPC recommendations the wage increase was about 40% even after merger of DA in 2004, hence the wage increase during from 2004 & 2006 together was more than 60%. Now we should hope for better  wage hike from the 7th CPC. 

a)         The actual price rise in last decade is more than 250% , DA we got is just 119% as on 1/7/15.

b)         The DA merger has not taken place as on 1/1/14 which would have given a wage hike of 25%.

c)         All Government agencies such as Banks, Public sector undertakings, LIC, State Governments etc are having wage revision in 5 years, we are having only wage revision of 10 years, the price rise is eroding the wage hike in just a few years. 

   Let us fight for the real wage hike.

7th CPC Report & 2nd September 2015 Strike

Comrade,
              The latest information is that the 7th CPC report will be submitted only in last week of September, we should not be too worried about this as the 7th CPC  report was expected to submit its report in first week of September , the delay is only by  few days only and that too the 7th CPC period is upto end of  September 2015 as the 7th CPC was constituted on 28th Feb 2014 and allowed 18 months time the 7th CPC has started functioning only in April 2014 onwards.  
                 The COC Karnataka meeting held on  4th August 2015 at RMS office has decided to participate in the 2nd September 2015 strike program as per the directions of the Confederation of CG Employees New Delhi.  Now due to many reasons the 7th CPC  report release  has been postponed, now let us to utilise the postponement period and put additional pressure on the 7th CPC and the Government of India to accept our justified demand's of Central Government Employees such as minimum wage of Rs 26,000/- with effect from Jan 2014,  fitment formula of 3.72 , five promotion scheme , date of effect of the 7th CPC from 1/1/2014 etc.
            Comrades if the  2nd September 2015 strike by the Central Government Employees is asuccess, then we can get more financial  benefits from the 7th CPC and the Government of India apart from other important issues of unwanted labour reforms will be solved. 
         I request all comrades to prepare and educate the grass root leaders and employees on our demands. Conduct gate meetings / general body meetings from 11th August onwards.

Today morning I met the Chairman, Seventh Central Pay Commission, Shri Ashok Kumar Mathur and Secretary, Mrs. Meena Agarwal.

It was assumed that the report of the VII CPC, as was promised for 28th August this year, may be delayed by one month.

I have impressed upon him once again for improvement in the service conditions of all the Central Government Employees working in different sectors with special emphasis in the matter of fixation of Minimum Wage and other benefits.

COC Meeting Minutes

Comrade,
                The COC Karnataka meeting held on 4th August 2015 at 6.30 pm at City RMS Bangalore  discussed the following issues under the chairmanship of Comrade Radhakrishna President COC Karnataka.

1)  2nd September 2015 National Strike and its preparation. 

2) 23rd November Indefinite Strike:

3) All India Two days Women’s Workshop of Confederation to be held at Hyderabad on 9th & 10th October 2015.

4) Formation of district JCA.

5) COC subscription and financial position. 


 Comrade Radhakrishna President COC Karnataka welcomed the members he informed the need for 2nd September strike as the Government is intending to amend the labour laws without consulting the trade unions, which will be against the interest of the workers and employees. He also informed that minimum wage of Rs 26,000/- as demanded by the staff side JCM with effect from 1/1/2014 is being rejected by the 7th CPC. The 7th CPC date of effect shall be from 1/1/2016 there by denial of right wages. This injustice to Central Government Employees should be fought. He also informed that major central government departments such as Railways, Defence and Postal are being made as corporate sector.
  
Com Prasad General Secretary welcomed the members and informed the need for the 2ndSeptember 2015 strike and he said that the right to strike is being denied to the workers , which will result in government not accepting the demands of the workers and employees. He also said as per the calculations made in respect of minimum wage considering even the government rates it works out Rs 26,000/- hence the fitment formula works out to 3.72. This minimum wage and rightful fitment formula is being denied. Hence we should join the National strike on 2nd September.

Com Ravindran Pillai all India leader of the All India Defence Employees Federation informed that the defence civilian employees will also participate in the National strike on 2nd September. He said defence establishments are being privatised. Hence there is a need for joining the National strike on 2nd September.

Com Chandrashekar  President of All India Postal Employees Union Group “C”, Com M.B.Krishnappa  of    All India Postal Employees Postmen and MTS union , Com A.Srinivas Circle Secretary of RMS union, Com Ramakrishna of RMS employees union, Com Jayaram of ITEF, Com Viday Simha of AG’s , Com L.R.Sreenivas of CGHS, Com Ganesh of Survey of India, Com Umesh Kamatgi of Ground Water Board, Com Suresh of Census EDP  and Com Kameshwari of IMD spoke and pledged their support for National strike on 2nd September.

   It was decided to make the national strike on 2nd September a grand success .by campaign; necessary posters will be printed and distributed.     
  
   The central leaders will be visiting Bangalore on 27th August 2015  including Com M.Krishnan Secretary General Confederation of   CG Employees and Workers and Com Rajgopal Joint Secretary Confederation of   CG Employees and Workers . 

   In this connection three gate meetings are planned on 27th August as follows at Bangalore.
a)   At ITEF from 1 pm to 2 pm.
b)   At GPO from 1.30 pm to 2.30 pm
c)   At Kendriya sadhan / Survey of India from 3pm to 4pm
d)   At city RMS from 4.30 pm to 5.30 pm
e)   If any other association wishes to have GB meeting they can contact the General Secretary in advance.
The COC meeting will be held on 27th August 2015 at 6.30 pm at City RMS Bangalore to review the strike preparations.

     The All India Two days Women’s Workshop of Confederation to be held at Hyderabad on 9th & 10th October 2015. It was decided to nominate two delegates for the said meeting.

       All COC affiliates are requested to pay the COC subscription for the year 2015-16 at the rate of Rs 10/- per member.
