Subject: Clarification regarding issue of medicines under CGHS
With reference to the above mentioned subject the undersigned is directed to state that the situation arising out of issue of Office Memorandum No.2-2/2014/CHGS(HQ)/PPTY/CGHS(P) dated the 25th August, 2014 has been engaging the attention of Government for quite some time.  Various representations about the difficulties being encountered have been receivedfrom different stakeholders i.e. beneficiaries and doctors, necessitating a review of the matter.  It was accordingly considered by a Committee under the Chairmanship AS&DG, CGHS.  After careful review and keeping the recommendations of the Committee in mind, the following guidelines are issued to streamline the functioning of the Wellness Centres:


(i) The medicines are to be issued as per the CGHS Formulary and guidelines issued by this Ministry in this behalf.


(ii) In case the prescribed medicines are not available in CGHS Formulary, but are essential for the treatment of the patient, they can be issued / indented by the doctors of the CGHS Wellness Centre on the basis of a valid prescription of the authorized specialist subject to the condition that such medicines are neither dietary supplements/ food items nor banned drugs.  Instructions on this issue i.e. non-admissibility of food items etc. vide OM No. 39-3/2003-04/CHGS/MSD/RS dated 23rd July, 2009 and 3rd August, 2009 must be followed.

(iii)  In case of anti-cancer drugs and other life saving drugs that are not approved by the DCGI for use in India, each case should be considered by the Expert Committee under the Chairmanship of Special DG (DGHS).

(iv)  The Technical Standing Committee constituted vide 2-2/2014/CGHS(HQ)/PPTY/CGHS(P) dated 27.08.2014 of this Ministry will review addition or deletion of drugs in the CGHS Formulary/ list of Treatment procedures/ investigations/ listed implants.  The Technical Committee will meet once in three months or as per need, whichever is earlier.  In the meantime re-imbursement for unlisted procedures/ implants will be made at the rates approved by AIIMS/ GB Pant Hospital / actuals, whichever is less.

2.  The O.M. of even number dated 25.08.2014 is superseded to the above extent while O.M. of even number dated 1.10.2014 is withdrawn.

No reduction in retirement age



New Delhi, Dec 18 (IBNS): The Centre on Thursday said there is no proposal under its consideration to reduce the retirement age from 60 to 58 years for its employees.

The retirement age for Central Government employees was revised from 58 to 60 years in 1997 on the basis of recommendations of the 5th Central Pay Commission. 
The Centre’s total wages and salaries bill for its employees for the year 2010-11, 2011-12 and 2012-13 is Rs. 85,963.50 crore, Rs. 92,264.88 crore and Rs. 1,04,759.71 crore, respectively, Minister of State for Personnel, Public Grievances & Pensions, Jitendra Singh informed in a written reply in Rajya Sabha

NATIONAL COUNCIL STAFF SIDE ORGANISATINS
ON 11TH DECEMBER 2014 AT NEW DELHI
Venue:    MPCU Shah Auditorium, Sree Gujarati Samaj, Raj Niwas Road, Civil Lines (Opposite Civil Lines Metro Stations) Delhi.

JCM National Council Staff side organisations will be organizing a National Convention of all Central Government Employees at New Delhi on 11.12.2014. Railway. Defence and Confederation will participate in the convention. Convention will adopt a joint declaration on future course of agitational programmes on the following demands of the Central Government Employees.

1.      Effect of wage revision of Central Government Employees from 01.01.2014 accepting memorandum of staff side JCM, Grant interim relief and merger of 100% DA, Ensure submission of the 7th CPC report within the time frame of 18 months.
2.      Include the Gramin Dak Sewaks within the ambit of the 7th CPC.
3.      No privatization or FDI in Railways and Defence establishments.
4.      No ban on recruitment/creation of Posts.
5.      No outsourcing, contractorisation and privatization of government functions. Withdraw the proposed move to close down the printing presses, stationery offices and Medical Stores Depots. Regularise the existing daily rated/casual and contract workers.
6.      Scrap PFRDA and restore the defined benefit statutory pension scheme.
7.      No Labour reforms which are inimical to the interest of workers.
8.      Lift the arbitrary ceiling on compassionate appointments.
9.      Revise the JCM functioning at all levels as an effective negotiating forum for settlement of the demands of the CGEs.
10.  Remove the bonus ceiling.
11.  Ensure five promotions in service career.

MORE THAN 15000 POSTAL & RMS EMPLOYEES INCLUDING GRAMIN DAK SEWAKS & CASUAL, PART TIME, CONTINGENT EMPLOYEES PARTICIPATED

INDEFINITE STRIKE FROM 6TH MAY 2015

About 15000 Postal Employees marched to Parliament today under the banner of Postal Joint Council of Action (NFPE, FNPO, AIPEU-GDS (NFPE) & NUGDS). Employees from all the 22 circles participated in the historic march with colorful banners, flags and caps shouting slogans against the negative attitude of the Government towards the demands of the Postal Employees. Grant of Civil Servant Status to Gramin Dak Sevaks and inclusion in 7th CPC, Merger of DA and grant of interim relief to all employees, scrap new pension scheme, Revision of wages of casual, Part-time contingent employees, implementation of cadre Restructuring committee report, settle 39 point charter of demands are the main demands raised in the Parliament March.

CGHS

CGHS Hospitals under surveillance by the aegis of CGHS Officer to check irregularities including exploitation of patients

While replying to a question in Parliament today, Minster of Health & Family Welfare Shri Jagat Prakash Nadda said that to ensure that the terms and conditions of the Memorandum of Agreement are followed scrupulously by the empanelled hospitals, a monitoring cell under the aegis of a senior officer of CGHS has been established to check irregularities including exploitation of patients”,

Treatment by CGHS empanelled hospitals in emergency cases


Recently, the Government has amended the terms and conditions for empanelment of private hospital under the Central Government Health Scheme (CGHS). Now, the hospitals are empanelled as a whole, meaning that all facilities available in the hospital would be provided to CGHS beneficiaries. Disease – specific empanelment has now been stopped.

To ensure that the terms and conditions of the Memorandum of Agreement are followed scrupulously by the empanelled hospitals, a monitoring cell under the aegis of a senior officer of CGHS has been established to check irregularities including exploitation of patients. There are provisions in the MoA including issue of Show Cause Notice, issue of warning, recovery of amount charged illegally from the beneficiaries, also confiscation of part or whole of PBG (Performance Bank Guarantee), and ultimately removal from theCGHS list, that can be resorted to in appropriate cases

Minutes of Meeting held at ITEF Bangalore on 12th November

Comrade, 
                  The COC Meeting was presided over by COM Jullina Vincent Vice President COC  Karnataka held at ITEF Bangalore on 12th November 2014 . Has taken up following agenda.

1) Mass Squatting on 18th November 2014 .
2) Trade union rally on 5th December 2014.
3) National Convention on 11th December 2014 at New Delhi.
4) study camp preparations.      
5) Financial position. 

The General Secretary Com P.S.Prasad briefed about the above in respect of Mass Squatting on 18th November 2014 as per Confederation circular  it was decided to hold Mass Squatting on 18th November 2014 during lunch hour. All Affiliates of COC Karnataka are directed to observe the program effectively and issue press statements accordingly. 

   The General Secretary Com P.S.Prasad briefed about the above in respect of  Trade union rally  on 5th  December  2014 as per Confederation circular  it was decided to  join  the trade union rally at New Delhi and  at various  places . It was also noted more than  100 delegates will be participating  from Karnataka in the said  trade union rally.

The General Secretary Com P.S.Prasad briefed about the above in respect of National Convention on 11th December 2014 at New Delhi for DA merger ,  IR and Date of effect from 1/12014  as per Staff side  circular & Confederation circular  it was decided to  send 10 delegates for the meeting . 

The General Secretary Com P.S.Prasad briefed about the preparations of study camp, it was informed that ITEF has agreed for meeting hall, The State Government Employees federation has agreed to provide accommodation for  120 persons at their guest house located behind NGO hall Cubbon park Bangalore which is just half a km from the venue. More accommodation is required for another 60 persons at near by places , Com Umesh Kamatagi of AICGWBEA has agreed to use his influence in getting accommodation at cheaper rates.   All affiliates are requested to contribute study camp amount immediately.Accommodation for leaders will be booked at GPO, Income tax and Central Excise guest houses. 

It was decided to collect Rs 400/- as delegate fee from Karnataka delegates.  the registration fee along with list of delegates to be intimated before 15th of December 2014.  The demand  of RMS union for accommodating 80 members was considered and it will be discussed with the CHQ and ITEF.   


The coupons was distributed to all affiliates for collection which should be done by 5th of December 2014.
