Minutes of the COC Karnataka Meeting

Minutes of the COC Karnataka meeting held on 16/1/13 at ITEF office.

The meeting was attended by Circle Secretaries / General Secretary of all units of  NFPE, ITEF, AIDEF, Ground Water, AG’s, Survey of India etc.     

The Meeting of the COC Karnataka was chaired by Com Kamalesh President and Com S.RadhaKrishna working president COC Karnataka. Joint Secretary of AIDEF Com Ravindran Pillai attended the meeting as special invitee.
At the beginning of the meeting Com Radhakrishna on behalf of the presidium informed about the sad demise of Com OP Gupta, veteran leader of CG  and Telecom movement on 6-1-2013. He was 92 years old and his services to the CG movement was remembered.  Two minutes silence was observed and respect was paid to the departed soul.
The General Secretary Com P.S.Prasad briefed the members about the call given by Central Trade unions and endorsed by Confederation for general strike of workers on February 20th. The need for CG employees joining the strike and importance of the strike was also explained. He also briefed about the impact of the 12/12/12 strike. He also informed that Confederation is deputing Com S.K.Vyasji President of Confederation to Bangalore to educate the members about the issues on which general strike has been called. Com Vyas is coming to Bangalore on 7th February. The meeting also discussed about the atrocities that is being committed against women. 
Com by Com S.RadhaKrishna working president COC Karnataka & Com Ravindran Pillai Joint Secretary AIDEF Bangalore also spoke on the need for February 20th & 21st Strike.

 After detail discussion following decisions was taken.
1) To Conduct a massive rally of Government Employees jointly by State unit of Confederation and AIDEF on 7/2/13. The procession will start from Gandhi Statue near Ananda Rao Circle at 2.30 PM an conclude at Freedom park with a. public meeting. Com Vyas adnd other trade union leaders will address. General Secretary with the cooperation of other members of the secretariat will make all necessary arrangements.
2) To conduct Convention during 2nd week of February on the issue of ‘Status of women in Society and General strike on 20 & 21 February’
4) To print posters and handbills for the February 20th & 21stStrike & rally.
5) All affiliates were requested to contribute the special contributions @ Rs 5 per member towards expenditure of February 20th & 21stStrike.
6) Mobilise maximum members for rally & public meeting, the minimum quota of participants in procession and rally from each organization will be as follows.
a) NFPE-200 b) AIDEF -200 c) State Government-200 d) ITEF -50 e) AG’s -100 f) Central Excise-50 h) Ground Water-25 i) Survey of India- 25 j) GSI-25 K) CGHS-25  and l) other organizations-100
7) It was decided to oppose new CGHS timings
The General Secretary of the State Government Employees Federation(ookuta) has informed that they also will bejoining rally and public meeting on 7 February.

Impact of 12/12/12 Strike & February 20th & 21st Strike

   Many Member's of Parliament have written to the Hon’able Prime Minister for consideration on the 15 charter of demands of the Confederation  even it was raised on the floor of the house.

    The Trade Unions in their meeting with the Hon’able Finance Minister have also demanded for setting up of the 7th CPC. The media have reported in Bangalore and at Districts. Even the websites have reported positively. 

   The AIRF in its conference held at Vishkapatnam have demanded for setting up of the 7th CPC & increasing the wages by 50%. NFIR has also written to Hon’able Finance Minister have also demanding  for setting up of the 7th CPC. Hence both Railway unions have demanded setting up of the 7th CPC.

   The AIDEF, GDS Employes(AIPEDEU)  & FNPO have decided to participate in February 20th & 21st Strike on 25 charter of demands which includes setting up of the 7th CPC.

   The National Secretariat meeting of the Confederation held on 2nd Jan 2013 has decided to participate in February 20th & 21st Strike on 25 Charter of demands which has been endorsed by NFPE & others.

   With these the pressure is built on the Government of India to settle  the 15 charter of demands of the Confederation. We should not expect that present government will accept our demands by just one token strike.  the one day strike held on 12/12/12 was only to create awareness amongst the Central Government Employees & build pressure on the  Government of India.
Which was achieved fully, next step is the February 20th & 21st Strike on 25 charter of demands.    


  Our struggle for achieving 15 Charter of demands has not yet over, the 12/12/12 strike was a beginning of the struggle. In 2013 we have to wage a number of struggles till we succeed February 20th & 21st Strike is just a beginning to put more pressure on the Government of India on the 15 charter of demands.

                   The COC meeting is being held on 16/1/13 (Wednesday)  at 6.30 pm at Income tax    Office at   ITEF Room Queens Road Bangalore, all are requested to attend COC  meeting to discuss the following  agenda.

1) Review of the 12th December strike.

2) Two days General Strike of the working class on  20th & 21st February 2013. 

3) CGHS New timings

4) Financial position of the COC

5) Any other points

  1. Take concrete measures to contain Price rise.
  2. Take concrete measures for linkage of employement protection with the concession / incentive package offered to the entrepreneurs.
  3. Ensure strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws.
  4. Universal social security cover for the unorganised sector workers without any restriction and creation of a National Social Security Fund with adequate resources in line with the recommendation of NCEUS and Parliamentary Standing Committee on Labour.
  5. Stoppage of disinvestment in Central and State PSUs.
  6. No Contractorisation of work permanent/perennial nature and payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry / establishment.
  7. Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/-.
  8. Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.
  9. Assured statutory Pension for all.
  10. Ensure Compulsory registration of trade unions within a  period of 45 days and immediate ratification of the ILO Conventions Nos.87 and 98.



  1. Revise the wages of the Central Government employees including Gramin Dak Sewaks with effect from 1.1.2011 and every five years thereafter by setting up the 7th CPC.
  2. Merge DA with Pay for all purposes with effect from 1.1.2011 including for Gramin Dak Sweaks.
  3. Remove restriction imposed on compassionate appointments and the discrimination on such appointments between the Railway workers and other Central Government Employees.
  4. [a] Departmentalise all Gramin Dak Sweaks and grant them all benefits of regular employees; End Bonus discrimination and enhance bonus ceiling to 3500/-; Withdraw open market recruitment in Postman / MTS cadre; Revise cash handling norms; Grant full protection of TRCA; Grant Time Bound Promotion and Medical Reimbursement facility etc.

[b] Regularise the daily rated, contingent, casual workers and introduce a permanent scheme for periodical regularization. Pending regularization, provide them with pro-rata salary at 6th CPC rates.

  1. (a) Revive the functioning of the JCM. Convene the meeting of the Departmental Councils in all Ministries/Departments. Settle the anomalies raised in the National Anomaly Committee as also in the Departmental Anomaly Committees. Hold National Council meetings as specified in the JCM constitution. (b) Remove the anomalies in the MACP Scheme.(c) Grant recognition to all Associations/Federations, which have complied with the formalities and conditions stipulated in the CCS(RSA) Rules.
  2. Fill up all vacant posts and creates posts n functional requirements.
  3. Stop downsizing outsourcing, contractorization, corporatization and privatization of Government functions.
  4. Stop Price rise; Strengthen the PDS.
  5. (a) Stop the proposal to introduce the productivity linked wage system; (b) discard the performance related pay structure; (c) introduce PLB in all Departments; (d) remove the ceiling on emoluments for bonus computation.
  6. Revise the OTA, Night duty allowance and clothing rates.
  7. Implement all arbitration awards.
  8. Make the right to strike a legal and fundamental right of the Government employees on par with the other section of the working class.
  9. Grant Five promotions to all employees as is provided for in the case of Group-A services.
  10. (a) Withdraw the PFRDA Bill. (b) Rescind the decision to allow FDI in pension sector;(c) Scrap the new contributory pension scheme (d) Extend the existing statutory defined pension scheme to all Central Govt. employees irrespective of their date of entry in Government service.
  11. Vacate all Trade Union victimisation, and more specifically in the Indian Audit and Accounts Department.

Pre Budget Meeting with Unions

           Several Trade Unions, including CITU, AITUC, INTUC, HMS and BMS, in a joint memorandum to  Shri Chidambaram Hon'able Minster for Finance demanded 

* Unions pitch for hiking I-T exemption limit to Rs 5 lakh/annum

 * Trade unions today demanded 12% interest on PF contributions of employees    

  * The unions have also asked the government not to raise FDI cap in financial sectors like insurance and banking. 

   * Other proposals made in the joint memorandum include taking effective measures to arrest the spiralling price rise, ban speculative forward trading in commodities, massive investment in the infrastructure to stimulate the economy.

 * The trade unions also sought minimum wage be guaranteed to all workers, special allocation for creation of a Welfare Fund for protecting the interest of unorganised workers and raising minimum wages to Rs 10,000 per month.

DA Expected- Jan 2013

Expected DA from January 2013: 80% 

(8% increase) confirmed after Nov-2012 AICPIN

Expectation of future Dearness Allowance from January, 2013 after 1 points jump in CPI-IW
for the month of November, 2012 giving confirm expectation for DA  80% means an increase
of 8% as the Dearness Allowance has been announced 72% from July, 2013.  All India Consumer
 Price Index Number [] for Industrial Workers (CPI-IW) on
 base 2001=100 for November, 2012 showing increase in 1 point and stood at 218
 (Two hundred and eighteen).  The  DA for 218 points - DA equal to 79.25%

If it is expected from 1 to 3 points increase in this index for December, 2012 the 
Dearness Allowance for Central Government Employee will confirm 80% to 81% in
 January, 2013:

If Consumer Price index for December 2012 stands  at 219 then DA shall be  80.83%.
 it is 222 points then DA will be  81%.

CGHS Referral

Regarding investigations at private hospitals / diagnostic laboratories/ Imaging centres empanelled under CGHS.

 With reference to the above mentioned subject the undersigned is directed to state that this Ministry has been receiving representations for simplification of procedure for undergoing investigations at private hospitals / diagnostic laboratories / imaging centres empanelled under CGHS. The matter has been examined and with a view to alleviate the inconvenience to CGHS beneficiaries in obtaining requisite permission for undergoing investigations at CGHS empanelled private hospitals / diagnostic laboratories / imaging centres, it has now been decided that CGHS beneficiaries shall herein after be allowed to undergo investigations at private hospitals /diagnostic laboratories /imaging centres empanelled under CGHS after specific investigations have been advised by a CGHS Medical Officer or a Government Specialist without requirement of any other referral(permission) letter.
